What is Response to Intervention?

Response to Intervention (RTI) is a method for the early identification and support of students who are having difficulty learning. RTI was formed as a result of the Reauthorization of Individuals with Disabilities Education Act (IDEA). IDEA requires that school districts nationwide reduce the number of special education placements.

The RTI process begins with high-quality instruction for all children in the general education classroom. Struggling learners are provided with interventions at increasing levels of intensity (called tiers) to accelerate their rate of learning.

RTI implementation plans require the following elements:

  • High-quality, scientifically based classroom instruction
  • Ongoing student assessment of progress
  • Increasing tiers of instruction, offering specific, research-based interventions matched to student needs


School districts are allowed to use up to 15 percent of their Part B funding for Early Intervention services to support students who struggle academically or behaviorally in a general education environment, but who have not been identified for special education.
